For the reasons set out in my letter to the two High Court
judges who granted you the public interest immunity
certificate in June 1990 I have decided to publicly
/
repudiate the certificate and seek immediate general
publication of the documents to which it refers.
I have informed the Lord Chief Justice and other parties
of my intended course of action, and of the fact that I have
notified you of what I am doing.
You should understand that the key reasons in relation to
your department, that have caused me to take this course of
action, are as follows.
1.In a sworn affidavit placed before the High Court in June
1990 on behalf of the Hong Kong Government (Adkins June 1990.
p 11,) the Government of Hong Kong swore on oath that no such
arrangement as that disclosed in the Chooi minute of 17.1.'85
had taken place. I have confirmed the Chooi minute myself
with Chooi in Kula Lumpur.
