Justice, additional political action is desirable in view of the fact that the file would now be dealt with at the level of the Cabinet of the Minister of Justice. Mrs. Masse also gaid that in her opinion, there is little that could efficiently be done between diplomats.
Mr. McGregor suggested that the British Embassy had done what was required from it and Mrs. Masse and myself doubt that it would be either useful or productive to ask the British Ambassador to intervene personally again.
Ideally, we would like the central services of the Ministry of Justice in England (possibly at the level of the Cabinet of Lord Chancellor) to contact the Cabinet of Mr. Vauzelle, the French Minister of Justice so that upon this last political impulse being given, the resolution of the matter in favour of the Government of Hong Kong may depend only upon some additional evidence of the fraudulent nature of the acts reproached to Mr. Saniman being supplied.
Is it conceivable that the matter be dealt with at a governmental level between the two ministries of justice (England and France) and, in the affirmative, is it conceivable that this be processed quickly 7
