A 1. As you know, the Hong Kong Attorney General wrote last
month to Mr Berman asking for help in raising, at a high level, the matter of the extradition from France of Dr Saniman. The conclusion reached following consultations with Paris and with Mr Parker, was that we should approach the office of the Attorney General, who is to visit France and to
call on the Minister of Justice there on 20 November, to ask
the Attorney to register British interest in this matter.

I now attach a draft letter which you might send to the
Legal Secretary. This takes account of amendments proposed by
Mr Morris (out of the office today) to an earlier draft. I
have also discussed our line with WED and with ERD (who initiated the request that the Attorney General raise the case of Ali Akbar with the Minister of Justice). They have raised
no objections.
