DR RAIS BIN SANIMAN
1. I attach two telegrams recently received and a lengthy legal document concerning a request for the extradition from France of Dr Rais Bin Saniman. Dr Saniman is wanted by the Hong Kong authorities in connection with a fraud involving Bumiputra Malaysia Finance Limited (BMFL)*
2. The French Ministery of Justice ruled last March against the extradition request. The Hong Kong authorities now wish to contest this. As you can see from telno 365 Paris is seeking our advice on how best to go about this. I should therefore be grateful for your comments on the attached document.
