EXTRADITION OF DR RAIŠ BIN SANIMAN FROM FRANCE

Problem
1.
The French Ministery of Justice has ruled against the Government of
"¿to
Hong Kong's request for the extradition of Dr Saniman.
Hong Kong's Legal Advisers say that the only way to appeal
from HMG against this decision is by a "gracious fequest" to the French authorities. Hong Kong are also advised that this
would carry more weight if it was conveyed by HMG on
Hong Kong Government's behalf.
Recommendation
I recommend that we instruct our Embassy in Paris to
convey a "gracious request" prepared by the Hong Kong
Government to the French authorities.
Background and Argument

In 1986 the Government of Hong Kong requested the extradition from France of Dr Rais Bin Saniman to face
charges in Hong Kong in connection with a substantial fraud case involving Bumiputra Malaysia Finance Ltd (BMP). The
