of Justice was satisfied that there was no problems with time limits and there were new facts to justify a fresh request. They told us it was necessary for them to undertake this preliminary review because this was the second request. The Ministry of Justice advised they were satisfied of those matters and agreed to send the request by special car to Versailles that day so as to expedite Saniman's arrest given our concern that Saniman may flee the jurisdiction.

121. Throughout the week we were in regular contact with the Procurer Général in Versailles regarding the arrest of Saniman. We were notified on the 12th of June 1990 that Saniman had been arrested in Versailles on the 11th of June 1990. M. Robert arrange for me to meet with the Advocat Général in Versailles to discuss the Saniman extradition.

First Meeting With The Advocat-Général de Versailles (De Touzalin) 14.06.90 122. On the 14th of June 1990 I met with M. De Touzalin, the Advocat Général de

Cour d'Appel de Versailles. M. De Touzalin confirmed Saniman's arrest and indicated that Stasi was representing him. He said he would meet with Saniman on the 20th June 1990 to discuss the file and that the matter would be listed in the Chambre de Accusasion on the 26th of June 1990 when Saniman would apply for bail. He indicated that it was likely that the extradition hearing would take place in the Chambre in the second half of July.

123. M. De Touzalin from the start adopted quite a different approach to that of M. Chauvy. He made it clear to me that he did not represent the French Government nor for that matter did he represent the Hong Kong Government. He said he regarded this meeting as exceptional.
