On the 5th of July 1989 (at the time Osman was launching a bail application before the Divisional Court) I met with M. Siméon and Dominic Robert. M. Robert explained that he had been preparing a detailed note concerning extradition law in France.

I discussed the position in relation to the extradition act and the 1878 Treaty. I suggested that the 1927 Act applies in the absence of Treaties or where a Treaty is silent about matters. We decided to make discreet inquiries as to Saniman's whereabouts. We agreed to meet with Chauvy before the end of the month to discuss the way ahead and discuss with him:-
