by Mr. D'Amico met M. Monnet. The Procurer General confirmed that the Chambre D'Accusation declined to recommend the extradition of Mr. Saniman. We explained to him our concern and that the Hong Kong Government regarded Dr. Saniman as a main player in a significant banking fraud that enjoyed a high profile in Hong Kong.

I explained to M. Monnet the nature of the allegations and case against Saniman and outlined in summary form the essential facts upon which we relled. After some discussion Monnet agreed that if such conduct took place His in France then it would constitute offences under French law. preliminary view was that those offences would appear to be extraditable. However, he said that these matters had not been set out with sufficient detail in the request transmitted to the Ministry of Justice. He also stated that the role of Dr. Saniman in the affair had not been described with sufficient particularity.

We asked M. Monnet whether or not it would be possible for him to furnish us with a copy of the Decision of the Chambre D'Accusation. He said that he was more than happy to give us a copy of the decision.

We enquired of M. Monnet whether or not he had any objection to further communication between his office and the Attorney General's Chambers of Hong Kong once we have had an opportunity to review the decision of the Court. We told him that once we had considered the decision we would wish to meet again to ascertain whether any remedies were available to us or we should submit a further request for the extradition of Saniman. Monnet assured us that he was very happy to meet again. We agreed to contact him in the near future with a view to exploring the possibility of a further request.
