there was not sufficient evidence of Saniman's involvement in the fraud.
On the 5th of November 1987 the Hong Kong communicated their concern to the British Embassy and enquired what had happened and what remedies were available to them.
On the 6th of November the British Ambassador advised that they had been informed by telephone of the result of the extradition request and told the reason for the decision was that were the offences non-extraditable. They also advised there was no right of appeal against the decision.
On the 7th of November 1987 the British Embassy advised that there was a possibility that the H.K. Government could issue a new request for the extradition of Saniman,

On the 8th of November 1987 the Attorney General Michael Thomas QC, advised the Director of Public Prosecutions (D.P.P.) that he found these very disturbing set backs and suggested that someone convey his concern to the British Embassy and the French authorities in Paris. He suggested that the DPP and I travel to Paris for this purpose. We were advised that we should contact Rene D'Amico or Mary Hunt at the British Embassy in Paris.
On the 12th of November 1987 the DPP, Jim Findlay QC, and I travelled to Paris and met Mary Hunt of the British Embassy in the afternoon. It was arranged that we meet René D'Amico, a locally engaged Vice Consul, at 9.30 the next morning and he would accompany us to the Palais de Justice to meet with Monsieur Monnet, the Procurer Generale of the Cour D'Appel of
Paris.
