The warrant was issued by the Magistrate on the basis of an information filed by Brian Carroll of the ICAC. There was also an Affidavit from Clifford Allison, Crown Counsel in charge of the extradition purporting to set out the facts on which the request is based. The facts did not particularise in detail Saniman's role in the whole affair.

On the 8th of November 1986 the request was furnished to the British Embassy in Paris. The H.K. Govt., was advised by the British Embassy in Paris that the request for extradition was passed to the Ministry of Foreign Affairs on the 14th of November 1986.

They were advised that initially Saniman was "tipped off" about the Request and it was only after pressure was brought to bear by the ICAC, through Interpol, that Saniman was arrested in Paris on the 27th of April 1987.
for The Hong Kong Government enquired whether or not it was necessary a Hong Kong prosecutor to attend the hearing on the 20th of May and were anyone from advised in very definite terms that there was no necessity for Hong Kong to attend.
On 20th May 1987 Saniman appeared before the Chambre de Accusation in Paris where, at the request from Monsieur Stasi, the case was adjourned until 7th October 1987 to enable him to prepare Saniman's defence.
On the 20th of May 1987 Saniman was released on bail in the amount of FF 100,000 and placed under "judicial control”.
The Hong Kong Government again advised that they had Crown Counsel available in London who could attend to assist the French authorities. The Hong Kong Government a week later advised the British Embassy that they were anxious about the position of Saniman and asked if the Embassy could contact the French prosecutors to confirm that the papers were in order and
