On or about the 7th of November 1986 Sir Edward Youde The Governor of Hong Kong requested the surrender to Hong Kong of Rais Saniman for offences of theft and false accounting.

The warrant of arrest, annexed to the request, related to a number of specimen theft charges arising out of a selection of drawdowns of some of the loan advances to Carrian by BMFL and several false accounting charges arising out of the returns furnished by BMFL to BBMB and some loan applications.

There were four specimen theft charges and one false accounting charge relating to the US$292 million, a theft charge relating to the £3.8 million, four specimen theft charges relating to the US$138 million and one false accounting charge, two theft specimen charges relating to the US$100 million loan and two specimen theft charges relating to the US$97 million loan. There were also four theft charges relating to the use of BMFL monies as security or back to back loans for his own personal use and four further false accounting charges in relation to the monthly returns to BBMB in August 1980, 30th of November 1980, 31st of January 1983, a further return to BBMB in May 1982.
