Further to our telephone discussion this afternoon, you mentioned to me the question whether any compromise solution would be proposed by the Hong Kong Government in the Gracious Request.
I understand that an offer of a trial in England is not a possibility because, quite apart from public interest and political factors, jurisdictional difficulties will be encountered by virtue of the fact that the events complained of did not occur in England. Further, there can be no commitment to the effect that Dr. Saniman serve his prison sentence anywhere other than Hong Kong. It is not, therefore, the Government of Hong Kong's intention at this stage to advance a specific compromise solution in the Gracious Request.
