That this House notes that the claims by the honourable Member for Neath in EDM 793 are grossly incorrect and that Polly Peck was neither insolvent in 1985 to 1987 nor were any contributions to Conservative Party funds fraudulent, unlike the contributions by the late Robert Maxwell to the Labour Party; further notes that a failure to divulge such payments is a matter between the company and its shareholders and is not a matter for the recipient of a donation; therefore condemns the honourable Member for casting a baseless and thoroughly scurrilous slur upon the Conservative Party; and suggests, if he is looking for dubious practices, he looks in his own backyard.

LAW IN HONG KONG

That this House notes with the utmost alarm and concern the minutes of a meeting in Hong Kong on 17th January 1985 at which the Financial Secretary and Deputy Governor Sir John Bremridge and the Attorney General Michael Thomas QC, agreed to 'bend the law' in furtherance of the improper and unlawful 'cover up' being conducted by the Malaysian Committee of Enquiry investigator Chooi Mon Sou; notes with even greater alarm that the present Head of the Foreign Office, Sir David Gilmore, signed a number of cables during the same period implying that he and other Foreign and Commonwealth Office officials may have been aware of the Malaysian 'cover up'; is further concerned that the Foreign and Commonwealth Office has refused to hand these cables over to the courts with the effect of assisting that cover up which was being conducted on behalf of three Malaysian cabinet ministers; further notes the evidence now available that other documents relating to the cover up were in the hands of the Hong Kong Government since 1983; is concerned that in a sworn statement before the courts on 15th June 1990 the Hong Kong Government materially misled the courts on this matter; calls upon the Home Affairs and Foreign Affairs Committees of this House to begin an immediate enquiry into this matter; and calls upon the United Kingdom Government to order both the Government of Hong Kong and the Foreign and Commonwealth Office to hand over all relevant documents to the courts and to launch an immediate judicial enquiry into the whole matter.

That this House welcomes the United Nations Commission on Human Rights' decision to nominate a special rapporteur to report on the serious human rights situation in Burma to the 47th session of the United Nations General Assembly; remains concerned at the current security situation on both the borders with Bangladesh and Thailand destabilising the area; and calls on Her Majesty's Government to press the Security Council to introduce a mandatory arms embargo to prevent further escalation of either internal or external repression and for the earliest end to the catalogue of abuses reaffirmed in the United Nations report.
