19th March 1992.

Dear Mr. Yash mourian,

May I present my compliments and thank you for your letter, sent to me on behalf of the Prime Minister, and of

of other officials in your own department.

I note the point you make about the judgement of Woolf LJ, and send you, for your consideration and that of others, the

?? preliminary opinion of the House of Commons on the matter.

In the absence of the House of Commons, edm 811 expanded to and a half pages and containing the names of all the officials who signed cables, minutes etc, in this matter, is now being prepared for presentation to the European Parliament with a request for a full debate into the circumstances, which will cover a number of matters and issues, including the various agreements made between the UK and Malaysia.

The civil and human rights record of the Malaysian Government, over the sacking of judges, the use of

of the

the ISO against opponents, and press censorship, in addition to that Government's role in this

sorry affair will be included as

one of the grounds for debate.

In relation to the matters raised before Woolf LJ, in HC 7 I would point out that preliminary representations have been made to the police and the DPP may shortly be approached. It is not my perception, or that of anyone else I know, that any Attorney General or Governor in the service of the Crown can lawfully 'bend the law'or assist a 'cover up'.

Please feel free to contact me at any time, on any basis, about any aspect of this situation. I will be pleased to help you in any way I can.
