Should Lord Caithness sign the Public Interest Immunity

(PII) certificate attached to this submission?

Recommendation

As foreshadowed in my submission of 20 February, I recommend that Lord Caithness sign the PII certificate,

having read Mr Maude's certificate of 12 June 1990 and the

documents to which it refers, and I submit the certificate

for his signature. SEAD concur.

Background

PII claims are made on the basis of either class or

contents. A class claim is where a document belongs to a

class which (regardless of contents) should not be

disclosed: see the three classes (A, B and C) set out in

JM1ACC/1
