You will recall that when the scheme was created for the award of British passports to 50,000 Hong Kong heads of family, there was considerable speculation and controversy about how many additional passports would be issued to dependants. Most sources in Hong Kong, including this post, predicted that the number of dependants would be considerably less than that forcast by the Home Office, and that therefore the total number of passports issued would be considerably less than the_250,000 at one time envisaged. At the last meeting of the Passport Steering Committee I asked whether it was yet possible to predict what the total numbers might be.

The response, from the Immigration Department rep- resentatives, was that among the successful candidates for passports, and those that it is currently possible to predict as likely to succeed, the number of dependants per successful candidate averaged 2.8. This is likely to produce a total

all the figures banded around at the time the legislation ze went through Parliament.
