1. Your letter of û January arrived by fax today but without eaclosures which I understand your fax operator is having difficulty sending. I cannot therefore comment on the MP's letter or the draft reply.
2. i believe bowover that Dr Denzil Douglas leader of the Labour Party Opposition in St Kitts stirred up controversy about this issue during his visit to Britain in November (my telno 103) (see press cutting attached. If Dr Douglas did call on the Department gratoful to know what took place). The opposition in alleging that the St Kitts Government is selling passports to Hong Kong Chinese who are not genuine investors. It seems to me that
if we are satisfied that no Hong Kong laws are being broken, complaints about what the St Kitts Government is doing (if that is what the MP's letter is about) should be addressed to the St Kitts Government and we should avoid being drawn into a slanging match on the issue between the Government and Opposition in St Kitts.
