1. A post-script to my letter of 11 February. The Opposition Leader has just quantified (roughly) the amount by which he would aim to reduce immigration. Dr Hewson has repeatedly spoken of the need for a "substantial and significant cut." On 17 February, Dr Hewson said that he would aim for a reduction of 15,000 to 40,000 per year (a cut of 15-45% on the gross target for 1991-92 of 111,000). He said that "we have got to face the reality that we can't absorb immigrants in a recession at the same pace as we did in recent years." He also called for a greater emphasis on skilled migration.
