DANISH MEASURES
Dick Thomson's letter of 10 April to Richard Lyne, WED, noted that the then draft Bill to amend Danish immigration legislation, although containing no reference to Hong Kong in the draft legislation itself, had an accompanying paper with observations. One of these was a special dispensation under which senior local employees of Danish companies in Hong Kong would be able to come to Denmark should the need arise.

The Bill became law in June, and the observation on Hong Kong residents was accepted without change. In April we sent Richard Lyne a summarized translation of the observation. now enclose a translation of the full paragraph.

Within the last week the MFA passed draft guidelines for the Danish Consulate General in Hong Kong to the Ministry of Justice for their comments. The Ministry of Justice is beginning to try to gauge how much interest there will be in the Danish scheme. The Danish Consulate General in Hong Kong is to draw up a list of Danish companies, although the criteria for judging what is a Danish company are still under discussion. Companies are to be asked how many senior employees they would put forward, and the results of these enquiries would then be approved by the Ministry of Justice and the Industry Ministry. The latter is involved because of the condition that the mother firm must be able to guarantee employment in Denmark.
