Remarks:
M: These are doubtful cases. The employer has adverse record (exploitation of workers), has provided inaccurate information in
his preliminary application, is operating a very small or inactive business, etc.
E: The employer has not registered vacancies with the Local Employment Service, Labour Department, has refused to employ
local workers without good reasons or has set too restrictive job requirements for local applicants.
N: Workers being disqualified because existing imported labour force already exceeds half of the local workforce.
X: Excessive quota being disqualified because no. of imported workers should not exceed half of the company's local workforce.
