You wrote on 26 November to Richard Hoare at Government House about the above index. They do indeed receive the index but it is sent to the Governor on a personal basis and they feel it would not be appropriate to distribute the material wider.
I have made enquiries into purchasing the index but as you will see from the enclosed it is very expensive at HK$5,000 per quarter. We could not meet the cost from our local budget, but of course would make use of it (as would the JLG) should it be purchased against an FCO subhead.
If you are unable to obtain funding, I will have a further word with Richard to see if there is a way round the problem!
