Problem
1.
Home Office officials have advised us that a further
letter from Lord Caithness to Mr Lloyd might help persuade him to recommend that the Home Secretary use his discretion to register these children as British citizens
under Section 3(1) of the BNA 1981.
Recommendation
I recommend that Lord Caithness write to Mr Lloyd on the
lines of the enclosed draft.
