Problem
1. Home Office officials are advising their Ministers
against agreeing to OMELCO's request that they register as
British citizens a group of Hong Kong children of British
citizens. A negative decision would do disproportionate harm in Hong Kong and might oblige the families concerned to
move to the UK.
Recommendations
2.
I recommend that Mr Goodlad write to Mr Wardle to
confirm our support for the OMELCO request.

Background and Argument
3. Mr Lloyd (PUSS, Home Office) wrote to Lord Caithness on
21 November about a request from OMELCO to register this group of about 200 Hong Kong children as British citizens under Section 3 (1) of the British Nationality Act 1981.
Lord Caithness discussed the matter with OMELCO during a
