4. Mr Goodlad was able to tell Dr C H Leong (who has been in the lead on this issue in OMELCO) of the Home Secretary's decision when he called today. Dr Leong was very pleased,

and agreed that at first sight the criteria should deal with the great majority of cases. He understood why it had not been possible for the Home Secretary to give a blanket undertaking.

Mr Goodlad proposes to make public the Home Secretary's decision when he is in Hong Kong next week. Dr Leong said that it would be particularly important to make an early start on implementation, and I have included this point in the draft reply.

6. I believe that this represents a satisfactory outcome, and that we should confirm agreement to the Home Secretary quickly.
