for lifting the caps imposed on these three component attributes. The profiles of GOC applicants in respect of these attributes show that only a very small percentage of applicants have scored points for voluntary work (5%), occupation-related awards (1%) or acts of bravery or gallantry (0.2%). The majority of those who do score points only score very low points. The reasons for lifting the caps are :-

(a)

the small number of applicants who have scored points for exceptional merit or outstanding achievement suggests that such attributes are very rare, and because of their high value to the economic and social well being of Hong Kong, they should be given greater recognition;

(b) the actual number of points scored for exceptional merit or outstanding achievement within the existing caps is not in proportion to those scored under age, qualifications, experience or English proficiency; and

(c)

the few people who are able to score points to bring them above the existing caps should be given full recognition of their achievements.

It is recommended that the caps imposed on special circumstances points for occupation-related awards, voluntary work and acts of bravery or gallantry should be lifted. Consideration will be given at a later stage to reviewing the points scale for each of these attributes as set out in the Reference Manuals.

Public or community service

The profiles of GOC and DSC applicants in respect of this attribute are very similar to those in respect of exceptional merit or outstanding achievements. Only 4% of the GOC applicants and 6% of the DSC applicants have scored points for public or community service and the majority of them have scored only very low points.
