existing earnings scale has not been able to differentiate people earning less than an average of $200,000 a year, who form the majority (59%) of applicants in the first phase. As the cumulative rate of inflation for the past 3 years is 35%, leaving the existing earnings scale intact will in effect limit the people scoring the minimum number of points per year's relevant experience to those earning less than $150,000 in 1988 dollar terms, which seems to be appropriate. Further differentiation among those earning less would not be meaningful and is not recommended.

Further up the scale, the income brackets have not been set at intervals which would sufficiently differentiate people at the middle income level, resulting in clusters of applicants in certain income ranges. It is recommended that the income ranges should be more evenly spaced in order to further differentiate people in the middle income band. A 12-step income scale which involves a finer breakdown below $1m is recommended at Annex 8 to replace the existing 10-step scale.

Education and training

The current point scoring scale under the education head is generally satisfactory and no major change will be necessary. To reflect the exemption policies of the HK/UK Associations of Accounting Technicians, however, it is recommended that slight amendments to the points scale for qualifications for OG5 "Accounting Associate Professionals" as set out in Annex 9 should be made.

Special circumstances

37.

Under Article 14 of the Order, the maximum number of points which may be allocated to an applicant for outstanding occupational achievements, voluntary service, and acts of bravery or gallantry are 30, 30 and 20 respectively, subject to a ceiling of 50 points for the total. The Review Team considers that there is a case
