The profiles of the GOC applicants in respect of age and education have been compared with those of the 1991 principal emigrants engaged in occupations covered by the BNS (Annex 7). General observations are that the age distribution of successful GOC applicants and the education profiles of GOC applicants largely resemble those of the emigrants.

27.

The attributes included in the existing points system have generally achieved the objectives set out in para 22 above. There is no demand so far for any changes. It is therefore recommended that the component attributes of the existing points system should remain unchanged in the second phase.

Relative importance of attributes

28.

On the relative importance of the attributes, there are comments that age has been given so much weighting that people outside the prime age band may be unduly disadvantaged, particularly those aged 42-44 who normally are more experienced than those in the prime age band.

It is claimed that their gain in experience points at a rate of 10 points a year as against the loss of 20 points per year beyond the prime age has made them uncompetitive.

The claims are not borne out by the following facts :-

those in the age group 42-44 in the GOC remain very competitive with a success rate of 72%, against the average of 58%, and 55% for the age group of 30-32. Their counterparts in the DSC have also done well, with a -success rate of 93% against the average of 81%, and 85% for the age group of 30-32; and

about the same percentage of successful GOC applicants (18%) and 1991 principal emigrants in BNS occupational groups (16%) are in the age band of 40-44. -
