In the review exercise, the following aspects of the

points system have been examined :-

(a)

its component attributes;

(b)

the relative importance of such attributes; and

(c)

the points scale for each of them.

Component attributes

An analysis of the profiles of the GOC and the DSC -applicants (Annex 6) shows that in general the existing points system has been able to capture people who-are in the prime age band, well qualified and experienced. For instance, about 70% of the successful applicants in both the GOC and the DSC are in the prime age band of 30-41 whereas only about 35% of the unsuccessful applicants are in the same age band. The majority of successful applicants in both classes have 10 years of experience or more whereas only about 25% of the unsuccessful applicants have such experience.
