There are three applicants who meet the EC selection guidelines, but are in possession of passports issued by USA, France and Australia respectively. members' acceptance of the recommendation to inviting holders of good quality passports at a later stage, it is recommended that these three applications be shelved for the time being, pending reconsideration of the issue at the later date.

be tabled at the meeting. Members who wish to examine them before the meeting are requested to arrive early.

Members are requested to advise whether -
the 16 (or 41) applicants in paragraphs 3 and 8 above who meet the selection guidelines should be recommended to the Governor for approval to process their applications under the EC;
the 169 (or 144) EC applicants who qualify as managers and administrators should be transferred to OGI of the GOC;
