Applications under the EC are normally submitted in response to an invitation by the Governor. However, other candidates who wish to be considered in the EC may so indicate in their applications. During the application period from 1 December 1990 to 28 February 1991, a total of 222 applications have been received in which the applicants have requested to be considered under the EC.

Qualified applicants

The selection guidelines for the EC as set out in Annex 1 were noted by members at the Steering Committee meeting on 21 June 1991. Having examined all the applications submitted by the self-nominated candidates and on the advice of the EC Task Group, the General Occupations Class and Scheme Coordination Task Group (GOC & SC Task Group) concludes that 16 of the applicants satisfy the selection guidelines for the EC. The amounts of their investments range from $55 million(m) to $592m, and they each employ between 101 and 488 persons. Subject to members' advice, it is recommended that they should be recommended to the Governor for approval to be processed under the EC. If members accept the recommendation in SC Paper No. 42/92 that the selection guidelines should be revised to investment of not less than $30m and employing 20 persons or more, a total of 41 applicants will be eligible and will be processed under the EC.
