criteria and hold "good quality" passports on the condition that they give up the other passports. This will be consistent with the policy towards the holders of less popular passports. It is however difficult to defend a policy which would allow people to keep the "good quality" passports, as their decision not to give them up reflects their reliance on them rather than a British Citizen passport for an insurance policy.

Having regard to the purpose of the British Nationality Scheme, which is to anchor people in the territory with an insurance policy, the EC Task Group considers that holders of good quality passports have much less claim than those who do not have such an alternative. It recommends that instead of making it a general rule to invite them now, it should only be pursued after other ways of filling the quota have been exhausted. It recommends the invitation of "good quality" passport holders be reconsidered at a later stage.

Family members of entrepreneurs

Members proposed at the last meeting that consideration be given to inviting family members of entrepreneurs. When the Top List and Categories 1 and 2 Lists were drawn up, some of the candidates were found to be family members of entrepreneurs. Although they do not directly hold any shares, their families are often in control of major businesses either directly or through trusts. A list of these candidates will be tabled at the meeting.

It has already been the practice to accept those members of families who are in top positions of their companies as EC invitees. On the other hand, we have proposed in Paper 25/92 [revised] that 2 of the uninvited EC applicants who are family members of entrepreneurs to be rejected, as they are full-time students and are not involved in managing any business.
