In reply to members'
members' queries about the low utilisation rate of the sub-quota for "civil servants and private individuals who are able to demonstrate vulnerability", Mr Asprey explained that the majority of places in this category would go to the applicants in the GOC who had made sensitivity claims in their application form. It took quite some time to identify such cases for assessment under the SSC. The provision for this category might have to be adjusted downward later when the actual demand was known. In response to a query, Mr Kwok undertook to provide the percentage of eligible Police Officers who had applied under the SSC.
(Post-meeting note: As at 13 March 1992, 903 (or 55%) of the 1,636 Police Officers who had been invited under the SSC had submitted applications.)
Mr Kwok
