Members also considered that some places under the entrepreneurs class might be allocated in the second tranche of the scheme to qualified GOC applicants who failed the competition or EC applicants applying of their own accord. There was therefore no need to distribute all the 500 places in the present exercise.

Mr Chau, Chairman of the EC Task Group, was requested to consider members' views and submit to the Steering Committee a revised paper on the way forward by end of April 1992.
