I cannot vouch for the absolute accuracy of these lists, even after the improvements following your earlier comments.
This did not seem to me an area of work in which perfectionism was essential. Preparing the lists had taken up many days of DS7M time, and I was satisfied that this represented a reasonable investment of resources for the purposes of the scheme, in line with previous practice.
3. DTI and Legal Advisers had both approved the lists which we submitted to you. However Miss Brooks, Legal Counsellor, is now having second thoughts about whether certain hospitals and educational establishments really fit the letter of the scheme. I think that we should put these to one side for the moment and invite the Minister of State to approve the straight-forward cases: Hong Kong are pressing for news. Since we are thus not able to wrap up this exercise with one final set of lists, and in view of your concern, Mr Woodrow could make one final effort to contact some more of the bodies
on our original List 4 (ie the list of those we had been unable to contact).
