Under-subscription of a particular service in the DSC
The unused quota in a particular disciplined service should be allocated among the over-subscribed disciplined services on a pro-rata basis according to the latter's share of their quotas in the second phase.
Under-subscription of the GOC as a whole
The unused quota for the GOC should be transferred to the DSC only for allocation among the disciplined services according to their share of the DSC quota in the second phase as there is no evidence to suggest that the original provisions for the other two classes (i.e. the SSC and the EC) fall short of demand.
Under-subscription of the DSC as a whole
The unused quota for the DSC should be transferred to the GOC only if there is no evidence that the original provisions for the SSC and the EC fall short of demand. Any additional places should be allocated between specified OGs and AOs on
a pro-rata basis according to their share of the GOC quota as set out in the Order. Further distribution among specified OGs and AOs should be done on a pro-rata basis according to their respective share of the quotas for specified OGs and AOS respectively in the second phase.
(h) Under-subscription in either the SSC or the EC
(i)
The unused quota for the SSC and/or the EC should be shared between the GOC and the DSC only as there is no evidence of insufficient provision for the SSC or the EC.
