Under-subscription of a specified OG in the GOC
The unused quota in a particular specified OG should be allocated among the over-subscribed specified OGs on a pro-rata basis according to the latter's share of their quotas in the second phase.
Under-subscription of a particular AO in the GOC
The unused quota in a particular AO should be allocated among the over-subscribed AOS on a pro-rata basis according to the latter's share of their quotas in the second phase.
Under-subscription of specified OGs as a whole
The unused quota for specified OGs in the GOC should be distributed among the over-subscribed AOs, which fall under the same class, for allocation among themselves on a pro-rata basis according to their share of their total quota in the second phase.
Under-subscription of AOs as a whole
The unused quota for AOs in the GOC should be distributed among the over-subscribed specified OGs, which fall under the same class, for allocation among themselves on a pro-rata basis according to their share of their total quota in the second phase.
