There is no evidence to support the view that civil servants generally have lower income than their private sector counterparts either. The annual income level of the applicants in the OG has been generally low the average was $365,000 and the median $168,000. It is generally believed that they would have compared favourably with the private sector on this basis.
Recommendation
7.
It is recommended that civil servants who are managers and administrators should compete on all fours with their counterparts in the private sector and that there should be no separate quotas for them in the second phase of the Scheme.
