Determination of quotas for individual services in the DSC

Under Article 21 of the Schedule, the DSC quota in a tranche is distributed among the
among the disciplined services on a pro-rata basis according to their strength on the common date minus the number of people in that service eligible under the SSC.

In view of the strong competition in the first phase among the locally engaged personnel in the Garrison, the Defence Secretary has suggested response rates of various services be given consideration in determining their quotas in the second phase. The arguments are similar to those in para. 8 above.

In line with the recommendation on the GOC, it is recommended that half of the DSC quota for the second phase should be distributed among the disciplined services by reference to their strength on the common date and the other half by their application rates in the first phase. Annex 3 gives a rough estimate of the likely size of the quotas for the disciplined services which will result.
Recommendation
12.
To summarise, it is recommended that :-
and
(a) the unused quotas in the OG of managers
administrators in the GOC and in the Royal Hong Kong Police Force in the DSC in the first phase should be carried forward to the GOC quota for specified OGs and the DSC quota respectively in the second phase (para.4);
(b) half of the GOC quota available for specified OGs and AOs in the second phase should be distributed among the OGS and AOs respectively by reference to their emigration rates and the other half by their application rates in the first phase (para.8); and
