Determination of quotas for individual OGs and AOs in the GOC

Para. 10 (1) & (4) of the Schedule sets out the methodology for determining the quotas for individual AOs and specified OGs respectively in first phase of the Scheme. The GOC quota for specified OGS is distributed among the specified OGs according to their share of the total estimated number of emigrants on the common date, using the latest group size figures and the average annual emigration rates of the OGs in the preceding 3 years. The same formula applies to the AOs in the GOC. This is in line with the objective of the BNS to anchor key people in Hong Kong who would otherwise emigrate.

There is a suggestion that the response rate of individual OGS in the first phase should be taken into account in calculating their quotas in the second phase. The argument for it would be to adjust the quota size in response to the demand for passports as an insurance policy as perceived by people in different OGs with a view to reducing the chance of mismatch between supply and demand. It is hoped that through such an adjustment, more places could be made available to OGs where competition was keen in the first phase and less for OGs where incumbents were less interested.

On balance, it is recommended that half of the places available for the specified OGs should be distributed among them by reference to their emigration rates and the other half by their application rates in the first phase. The same formula should be applied in the determination of quotas among the AOs. Annex 2 gives a rough estimate of the likely size of the quotas for specified OGs and AOs which will result.
