It is difficult to
replenish librarians and related professionals as it requires relatively high level of education or training for entry to the profession. For instance, librarians in the government (who employs the majority of librarians in the territory) come in as Assistant Librarian II (AL II) with a university degree. While to become qualified for promotion to AL I, they have to obtain a Diploma in Librarianship awarded by the universities or polytechnics, or an Associateship of the Hong Kong Library Association.
It is recommended that librarians and related professionals should be included in the GOC in the second phase of the Scheme. Their duties will be examined in detail later to determine how they can be accommodated within the existing framework of the GOC without making any amendments to the Order. Initial thoughts are that they might conveniently be grouped under OG 9 "Information Science Professionals".
Recommendation
8.
It is recommended that for the second phase of the BNS :-
(a)
the existing OGs and AOs in the GOC should be retained (para.5); and
(a)
Security Branch
librarians and related professionals should be included in the GOC (para.7).
