(c) Time constraint
Depending on the number of GOC and DSC applications to be received in the subsequent phase and the resources available, it would take up to 2 years after close of application (i.e. around early 1996) to complete the processing of all applications. It would be unrealistic to
think of starting another phase of the Scheme then and having everything finished by 1 July 1997 when the British Nationality (Hong Kong) Act 1990 lapses.
(d) Momentum of the Scheme
People covered by the GOC and the DSC would not wait till the last minute to take steps to emigrate if they have that intention and have not yet secured an insurance policy. It would therefore be questionable whether a third phase of the BNS in say 1996 could remain effective in anchoring key people in Hong Kong with or without the protection of the BNS, it is likely that those who apply under this phase would not leave Hong Kong anyway for 1997-related reasons.
Recommendation
5.
It is recommended that the BNS should operate in two phases only, and that the second phase of the Scheme should commence on 3 January 1994 and end on 30 June 1997.
