the GCC quota for specified
OGS and the DSC quota respectively in the second
phase.

the GOC
Articles 10(4) and 10(1) & (2) of
the Schedule to the 1990 Order
Half of the GOC quota available
for specified OGS and AOs in
the second phase should be
distributed among the OGs and
AOS respectively by reference to their emigration rates and
the other half by their application rates in the first
phase.
