A 1. A letter to the Prime Minister seeking a special
dispensation under the British Nationality Scheme, to which No 10 would like a forthcoming reply.
Recommendation

I submit a draft Private Secretary letter to PS/No 10 with
a draft reply to Mr Harris. Hong Kong and the Home Office
have been consulted.
Background
3. Mr Harris has written to the Prime Minister pleading the
case for special consideration for two of his Hong Kong
employees who have failed to gain British Citizenship under the British Nationality (Hong Kong) Act 1990. No 10 wrote to
