Action
On ways to trawl new candidates, members advised that :-

the recently elected boards of directors of major charity organisations such as Tung Wah, Po Leung Kuk, Yan Chai and Pok Oi should be approached;
directors of the companies included in the civil service pay trend survey should be approached if they had not yet been included in the existing lists;
no new nominations should be sou from owners of manufacturing concerns employing less than 100 people as experience in processing those candidates employing more than 100 people showed that the owners of these small businesses were unlikely to qualify; and
>
entrepreneurs known to District Officers in the City & New Territories Administration should not be approached in order not to cast the net too wide.

Members further advised that the following policy towards candidates with foreign nationality should be maintained other than in exceptional circumstances as might be determined by the Governor :-
(a)
holders of "good quality passports" should not normally be invited;
(b)
holders of less popular passports might be recommended on the condition that they gave up their passports; and
