13. In general terms I see
difficulty with these
proposals. I considered them in some detail with Mr Kwok and
they all seem soundly based on the facts that have emerged since
the first phase of the Scheme was launched, with the possible exception of the proposals relating to bravery, public service
etc. where it seems simply that new staff are bringing slightly
different value judgements to bear than their predecessors. Hong Kong are reflecting further on this area. I have also queried
the announcement of a cut off date for BDTC for those who wish
to apply under the Scheme. Given that it normally takes 18
months to process such applications there could be significant
practical difficulties if the population applies in any numbers
and their applications have to be processed between the summer
of 1993 and early 1994. The announcement of a cut-off date could
act as a spur.
14. I should be grateful for your reaction and any from copy
recipients. If there is general acceptance of the proposals
perhaps it would next be appropriate to seek Mr Langdon's and
Ministerial agreement to proceed with the drafting of the
amendment Order using this note as the basis for the submission.
