abolishing the sub-quota and having public and private managers

and administrators compete on the same footing.

7. A problem has emerged with the earnings scale used under the

Scheme to determine the number of points gained for experience

by private sector managers and administrators. It does not differentiate applicants sufficiently and has resulted in too

much bunching around particular levels. For the second tranche

Hong Kong would like to take into account the income levels

encountered in the first tranche. This would invole a slight re-

arrangement of the scale, the addition of two more steps and more

even spacing between steps.

8. A minor adjustment also needs to be made to the different

levels of qualification applying to "accounting associate

professionals. The qualifications listed for this group in the

Order do not reflect the new exemption policies of the

accountancy professional bodies. This therefore needs to be

amended and the points scale brought into line.

9. It is also thought that the scheme gives insufficient points

for exceptional merit or outstanding achievement awards, whether

occupation-related, for voluntary work or for acts of bravery or gallantry. They would like to see the 20-30 points available for such achievements uplifted to 50 points. They would similarly

prefer, in the light of experience in the first tranche, to see

somewhat more importance attached to public or community service.

Extremely few applicants have managed to score any meaningful

number of points under this heading and that situation is

considered to be wrong.
