In
fact, another 6 of the BC staff who had been unsuccessful in their original applications were transferred to the ssc under the special arrangements. Those BC staff who have failed in their applications may, OF course, consider applying again in the second phase of the scheme, which is tentatively scheduled for early 1994. However, it is unlikely that the junior staff on the list given to the Rt. Hon. Renton will succeed in the second phase, as we have no plans to relax the existing eligibility criteria because of the possible implications on the places required and the treatment of civil servants under the SSC.
