BRITISH NATIONALITY (HONG KONG) ACT 1990: GOVERNON/J REPORT TO THE HOME SECRETARY
I attach for your consideration a copy of the first draft of the Governor's report to the Home Secretary, as passed to me by the Government Secretariat. I am sending it to you by tax because of time that the diplomatic bag will take, bearing in mind that the Governor will want to submit his report before the New Year it the latest.

final draft being put to the Governor.
would De particularly helpful to have a view from Mr Lloyd given the cental political interest in the document. Although I have only rmed through the draft so far it seems fairly uncontentious, attle detailed in some places about the system for awding roints and profiling, The HONT does not get a mention, but that ic understandable in a report prepared by the Hong Kong government because we are a separate entity.
