There was close consultation between HMG and HKG in preparing the legislation and related instruments.
Application period and response

All applicants, unless invited to apply, were required to submit their applications in the three-month period from 1 December 1990 to 28 February 1991. Applications under the sensitive service class and the entrepreneurs class were normally by invitation and the invitees were requested to submit their applications within the period specified in the invitation.
