we seek an Order in Council, imposing cut-off dates for registration of BDTCs
as BN (0)8 and for registration/
naturalization as BDTCs;
the Order in Council should give us the discretion to approve late applications where applicants are naturalized as
BDTCs during or after their call-up
phase or can show other reasonable excuse for missing their cut-off dates;
(c)
following (a), we should launch a phased programme for registering BDTCs as
BN (0)s, inviting people to come forward by age group from mid-1993;
(d)
publicity should be relatively "low-key"
but adequate to ensure that all eligible
people are aware of these arrangements.
